Founded in 2005 and privately held by career dedicated business development professionals, PFCI specializes in providing new business capture services for Federal, state and local government contractors, and commercial clients. Our clients are primarily in the US Federal civil and DoD markets for department- and agency-level IT Enterprise services, software development, systems engineering design and development, logistics support and certification testing. We have extensive experience with graduating 8(a) and larger small businesses, all the way up to serving all five Tier 1 US defense contractors.

What We Do
PFCI provides business development process reengineering, capture, proposal management, and contract implementation services that help our clients win new business and defend incumbent business, including:
· Assess, design, document, and implement business development process improvements
· Support ISO™ registration and CMMI℠ certification
· Design, implement, operate, and support staffing for best-in-class Business Capture Centers
· Coach and facilitate full Capture Management activities
· Manage winning proposals – train and coach client staff to achieve self-reliance
· Support planning and implementation of new contract start-up, including application of Project Management Institute™ (PMI™) and Information Technology Infrastructure Library™ (ITIL™) certified experts, as desired and required

Leadership
Russell D. Allison, President and CEO
Russ has 35 years of continuous experience in all facets of business development, from strategic planning to directing high-volume capture centers for major Tier 1 and 2 Federal contractors. He has led capture teams and managed major competitive proposals with program values in excess of $35 Billion multi-award and $1 Billion single-award, while guiding the contributions of over 40 subcontract team members, and up to 100 proposal team contributors. He has taught hundreds of successful professional business developers, working in Federal defense, civilian, and commercial markets in the art and science of capture and proposal management.
Russ is a business development process engineering expert and a principal contributor to the Business Development – Capability Maturity Model℠ (BD-CMM℠), with first-hand knowledge of designs and implementations for achieving ISO™ registration and CMMI℠ Level 2, 3, and 4 certification for the business development core business process.
Employment experience includes Grumman (now Northrop Grumman), E-Systems (now Raytheon), BDM International (now Northrop Grumman), American Management Systems (now CGI), Shipley Associates, User Technology Associates, DigitalNet, and BAE Systems before joining PFCI as founding partner.
